Using Windshield Wipers = Lights On in PA!
Submitted by NorwinCommunityGuide on January 12, 2007 - 10:57am.
Effective January 29, 2007 all motorists in Pennsylvania MUST turn on their headlights whenever they use their windshield wipers in inclement weather. This new law applies when wipers are fully on or in intermittent mode. Violators will be fined $25 but fees/other costs will increase the amount to $100.

Just curious what everyone thought about this. I'm already in the habit of turning the lights on when it's raining or snowing, mostly because I'm on the turnpike a lot, and it really helps with visibility there. But I'm going to have to remember this for shorter trips.

That has been the law in NY state for a while. I think the spirit of it is to increase visibility during inclement weather.
Next the Police will be required to see if your eyeglasses are clean. Other than a burden on law enforcement to simultaneopusly look for windshield wipers AND headlights, or just an excuse to be able to stop a vehicle, what good is it? People who drive may actually have enough sense to know when to use their windshield wipers with their headlights. If I ever get stopped for this, I want the officer to also put his lips on my valve stems to check my air pressure, yank my dipsticks to check the oil and fluid levels and while she/he's at it, maybe she/he can rub my feet so that I may operate the pedals without any potentially unlawful fatigue. Give me a break
