One of the counts against Dr. Wecht concerns how crimes are reported. The report is called the UCR (Uniform Crime Report) an article of police accountability to the communities where they reside.
This report should be prepared in every police agency worldwide. It's directly related to Interpol. The United States FBI computer crime system is a part of Interpol, as are others world wide. Interpol is on the web, just type in Interpol.
While traveling through Europe our tour guide, learned that I worked for the police and did the UCR. He sat down with me and starting asking me what I did. He explained that they do an almost same report in the Soviet Union where he was studying law. Then we began talking about Interpol, we literally compared all the similarities. As a matter of fact that is how I learned to go into Interpol, and I used it for the North Huntingdon Police.
The North Huntingdon Township UCR is the example I will use to explain how it works, it‘s the one I prepared. I will use last names of other persons who once worked in the department under Chief Brkovich and then Chief Henaghan.
Theft crimes on the UCR are recorded according to monetary value. A felony (high crime) is classified as such because of the amount. A misdemeanor (medium crime) is a lesser theft amount. A summary (low crime) is even less. These determine the kind of trial one will have and time they will serve. Other crimes like assaults are listed according to severity. Murder is the highest crime on the UCR, Motor vehicle homicide is traffic (or was) and not reported. Armed Robberies are felony's regardless of monetary value. These are just a few of the crimes.
North Huntingdon’s UCR goes to Troop A, Greensburg state police. The Trooper there prepares a report sent to him/her from other departments in Westmoreland County, this is then sent to Harrisburg, I believe to the Attorney General.
From Harrisburg it goes to the FBI in Washington DC. At the end of each year a directory is made using these statistics to evaluate the level and types of crimes in any given community. Has a great deal to do with property and property value and use. Realtors can buy the directory from the FBI.
North Huntingdon commissioners have always selected their own version of reporting crimes. This report was done by police dispatcher Hanley, I have no clue where she got her information, but it was never accurate. Chief Brkovich wanted Hanley to learn the UCR, and I tried working with her, but she either could not or would not even try to do the UCR. Chief Brkovich simply scratched that idea.
Hanley was also my Union Steward who refused to represent me when I became disabled, and the township simply continues to violate the “Americans with Disabilities ACT” in my case.
There were files duplicated and dispatcher Papula is suspect in having taken them home upon her retirement. She never denied it when asked.
Juvenile office Sgt. Austin, did not expunge records as he should have and police dispatcher Repicky kept those for him. She did this after she and Sgt. Austin failed at a microfilming attempt. Which I finished after learning of my disability, and could no longer dispatch police calls.
Police civilians and FOP are very much and intricately going to be part of Dr. Wecht’s trial, keep a very close watch and by all means ask questions of your local Seven Commissioners.
Why are younger more informed people not running for office in North Huntingdon? Is it neglect of the two major parties, it just might be.
