Recommendations made to curb flooding on Fourth

Some movement was made on the flooding situation of the homes along Fourth Street in North Irwin, even after five years.

Engineer Lucien Bove reported his findings on the situation to North Irwin Council and recommended several issues to be addressed. The board is looking for an extension to use a $20,000 grant toward the catch basin and pipe system that it needs to build. Without an extension, the money will be lost on June 30.

Any further progression on the project depends on whether the borough can secure rights of way from North Irwin Development.

Councilwoman Kim Macalus proposed approaching the plan owners to grant permission in case council decides at a future date to move on fixing other elements of the overall problem. She can follow up on that, but with the understanding that the lawsuit filed by council several years ago still would move through the court.

Council rejected the councilwoman's motion to look into the borough doing all the work and trying to later recoup costs from the developer. Borough officials contend the developer was responsible for construction issues that have led to the ongoing problems.

Bove also cautioned Fourth Street residents that there was no promise that all the planned work would result in dry basements. He said the way the driveways and homes were constructed still might leave them open to problems.

Easing gas pains

For the cost of less than a gallon of gasoline, people can take a chance on driving carefree for at least a few thousand miles.

The Recreation Organization of North Irwin is raffling off a $1,000 Sunoco gas card. Tickets cost $3 and give each donor two chances to match the July 4 evening lottery. To buy tickets, stop by North Irwin Town Hall at 21 Second St. or call Larry at 724-864-6546.

Clean up or put up

North Irwin Council acted to set a deposit fee of $50 for anyone using North Irwin's playground pavilion.

After people use the park, their money would be returned following inspection by the street department that determines the pavilion has been cleaned up and put back to original condition.
